Independent Living Waiver (ILW) in Hannibal, Missouri

The Independent Living Waiver (ILW) is a program designed for participants who are already receiving Consumer Directed Services (CDS) and require additional support to continue living in the least restrictive environment.

Benefits of the Independent Living Waiver

Participants enrolled in Missouri’s ILW can access the following services:

Self-Directed Personal Care Services
Financial Management Services
Case Management
Home Modifications, such as ramps, grab bars, or specialized electrical systems.
Specialized Medical Equipment and Supplies, including lift chairs, wheelchairs, shower benches, commode chairs, and adult diapers.
Unlimited Assistance: There is no strict cap on the amount of assistance participants can receive under this waiver.

Eligibility Criteria

The ILW program is similar to the Consumer Directed State Plan Personal Care program, requiring participants to meet specific eligibility criteria:

Be Medicaid-eligible (MO HealthNet).
Be 18 to 64 years old (Participants enrolled in the program before turning 65 may remain enrolled as long as they can and wish to self-direct their personal care services).
If cognitively impaired, the impairment must have first appeared at age 22 or older.
Be able to direct their own care.
Be capable of living independently with the help of CDS.
Require at least a nursing facility level of care.
Not be enrolled in any other waiver program, regardless of the administering state agency.
